Approval of Miscellaneous Amendments Concerning Various CD-1 Bylaws (Item 1), together with Yellow Memorandum dated January 20, 2026 re Proposed Height Amendment to CD-1-868 Bylaw No. 14084 for 1045 Burnaby Street
Carried- Council was asked to approve minor amendments to three CD-1 zoning bylaws: removing commercial-use restrictions at East Georgia Street and Southwest Marine Drive sites, and increasing allowable rooftop height at 1045 Burnaby Street to accommodate elevator shafts and acoustic flooring.

Carried- Council considered rezoning a Mount Pleasant corner site (currently three single-detached houses) to allow an 18-storey, 133-unit secured rental building at 5.5 FSR, with 20% of residential floor area as below-market rental units secured on title for the life of the building.
- Councillor Brian Montague declared a conflict of interest and did not participate.
- Roughly 35 members of the public spoke; the large majority opposed the proposal, citing concerns about building scale and neighbourhood fit, school overcrowding at Simon Fraser Elementary, inadequate parks and community infrastructure, groundwater and sewer risks from deep excavation, tree canopy loss, traffic and cycling safety, the owner's lack of development experience, and alleged past violations of the Residential Tenancy Act by the property owner. A small number of speakers supported the project, emphasising the need for more rental housing close to SkyTrain and amenities.
- Staff confirmed the proposal complies with the Broadway Plan, that below-market rents are secured on title in perpetuity (not just for the first tenant), that a full hydrogeological study will be required at the development permit stage, and that street trees are protected under existing bylaws and arborist-reviewed setback requirements.
- Councillor Sarah Kirby-Yung requested that staff prepare stronger, legally reviewed tree-protection language before council votes; staff confirmed additional time was needed to do this properly.
- Council voted to refer debate and decision to the reserve date of Thursday, January 22, 2026 at 3 p.m.
